STATUT
of The Order of Prince Yaroslav The Wise, Award of the President of Ukraine
I. General Provisions
1. The Order of Prince Yaroslav The Wise, award of the President of Ukraine (hereafter the Order of Prince Yaroslav The Wise), has been instituted for awarding individuals for their distinguished personal services to the Ukrainian nation in building the state, enhancing the international authority of Ukraine, developing the economy, science, education, culture, arts, public health, as well as for charitable, humanitarian, and public activities.
2. Citizens of Ukraine, foreigners, and persons without citizenship are eligible for the Order of Prince Yaroslav The Wise.
3. The Order of Prince Yaroslav The Wise is granted by the Decree of the President of Ukraine. The Order of Prince Yaroslav The Wise is instituted in five classes:
Order of Prince Yaroslav The Wise, 1st Class;
Order of Prince Yaroslav The Wise, 2nd Class;
Order of Prince Yaroslav The Wise, 3rd Class;
Order of Prince Yaroslav The Wise, 4th Class;
Order of Prince Yaroslav The Wise, 5th Class. The 1st Class is the highest.
5. The recipient of the Order of Prince Yaroslav The Wise of any class is called the knight of the Order of Prince Yaroslav The Wise.
6. The Order of Prince Yaroslav The Wise, 1st and 2nd Class, has the badge of the Order and the star of the Order, that of the 3rd, 4th, and 5th Class Ч only the badge of the Order.
7. The motto of the Order of Prince Yaroslav The Wise is "Wisdom, Honour, Glory".
8. The Order of Prince Yaroslav The Wise is conferred on the citizens of Ukraine holding a national decoration of Ukraine or an award from the President of Ukraine.
9. The Order of Prince Yaroslav The Wise is granted sequentially starting with the 5th Class.
10. Receipt of the Order of Prince Yaroslav The Wise of the next class is allowed not earlier than three years after receiving the Order of the previous class.*
11. Foreigners and persons without citizenship are awarded:
Order of Prince Yaroslav The Wise, 1st Class: Heads of sovereign nations;
Order of Prince Yaroslav The Wise, 2nd Class: Heads of Governments and Parliaments of sovereign nations, outstanding state and public figures;
Order of Prince Yaroslav The Wise, 3rd Class: Ministers for Foreign Affairs, directors of other foreign policy agencies, Ambassadors to Ukraine;
Order of Prince Yaroslav The Wise, 4th and 5th Class:
renowned scientists, men of arts, men of letters, clergy, businessmen, human-rights activists, sportsmen, etc.
12. The Order of Prince Yaroslav The Wise can be granted posthumously.
13. No one is entitled to deprive the holder of the Order of Prince Yaroslav The Wise of his/her award.
II. Procedure of Recommendation for Awarding the Order of Prince Yaroslav The Wise
14. A recommendation for granting the Order of Prince Yaroslav The Wise is submitted to the President of Ukraine by the Commission for National Awards of Ukraine under the President of Ukraine in accordance with the resolution of the Commission.
15. The resolution to confer the Order of Prince Yaroslav The Wise on a person is taken by the vote of 2/3 of commissioners by secret ballot.
16. The Head of the Commission for National Awards of Ukraine under the President of Ukraine may give his/her own recommendations as for conferring the Order of Prince Yaroslav The Wise of all classes on citizens of Ukraine, foreigners, and persons without citizenship.
17. Recommendations to grant the Order of Prince Yaroslav The Wise to citizens of Ukraine are submitted to the Commission for National Awards of Ukraine under the Presidentof Ukraine by the Speaker of the Verkhovna Rada of Ukraine, the Prime Minister of Ukraine, Ministers, and Heads of other central executive bodies, regional administrations, Kyiv and Sevastopol city administrations, the government of the Autonomous Republic of the Crimea, Attorney General of Ukraine, Heads of public organisations, and Heads of religious communities.
18. A recommendation to grant the Order of Prince Yaroslav The Wise to a person is submitted to a higher authority. As a rule, candidates are suggested by the institution where the person to be awarded is employed. Suggestions as for granting the award can be submitted also by local executive authorities and physical persons.
19. Recommendations as for conferring the Order of Prince Yaroslav The Wise on officers of the Armed Forces of Ukraine, the Ministry of Home Affairs, the Security Service of Ukraine, the National Guard of Ukraine, the Border Guards of Ukraine, the Civil Defence of Ukraine are made by respective Councils of military districts, Navy, the Ministry of Home Affairs, the Security Service of Ukraine, the National Guard of Ukraine, the Border Guards of Ukraine, and the Civil Defence of Ukraine Headquarters.
20. Suggestions as for granting the Order of Prince Yaroslav The Wise to foreigners and persons without citizenship are submitted by the Heads of diplomatic missions of Ukraine in other countries to the Ministry of Foreign Affairs of Ukraine, which submits recommendations to the Commission for National Awards of Ukraine under the President of Ukraine in accordance with items 14 and 16 of this Statute. A standard recipient's form is enclosed with the recommendation.
III. Procedure for Awarding the Order of Prince Yaroslav The Wise
21. The Order of Prince Yaroslav The Wise is awarded in public with all the proper solemnities. As a rule, the Order of Prince Yaroslav The Wise of all classes is awarded by the President of Ukraine.
22. The President of Ukraine can entrust the Speaker of the Verkhovna Rada of Ukraine, the Prime Minister of Ukraine, the Head of the Commission for National Awards of Ukraine under the President of Ukraine, Ministers, and Heads of other central executive bodies, regional administrations, Kyiv and Sevastopol city administrations, the government of the Autonomous Republic of the Crimea with awarding the Order of Prince Yaroslav The Wise, 2nd, 3rd, 4th, and 5th Class.
23. The recipient of the Order of Prince Yaroslav The Wise receives the set of insignia of the award:
for the Order, 1st Class: the badge of the Order, two stars of the Order, a shoulder sash with a bow, the miniature badge of the Order, the Order muniments;
for the Order, 2nd Class: the badge of the Order, the star of the Order, the miniature badge of the Order, the award certificate;
for the Order, 3rd, 4th, and 5th Class: the badge of the Order, the miniature badge of the Order, the award certificate.
IV. Ways of Wearing Insignia of the Order of Prince Yaroslav The Wise
25. The badge of the Order of Prince Yaroslav The Wise, 1st Class is worn on the order chain; one star of the Order is worn upon the left breast, the other on the sash under the bow, the sash is worn over the right shoulder.
26. The badge of the Order of Prince Yaroslav The Wise, 2nd Class is a cravat type decoration; the star of the Order is worn upon the left breast.
27. The badge of the Order of Prince Yaroslav The Wise, 3rd Class is a cravat type decoration.
28. Badges of the Order of Prince Yaroslav The Wise, 4th and 5th Class are worn on the suspender upon the left breast.
29. Badges of the Order of Prince Yaroslav The Wise, 2nd and 3rd Class are worn before the Order For Merit, 1st Class, the Order of Bohdan Khmelnytsky, 1st Class, and the Order For Bravery, 1st Class, awards of the President of Ukraine.
The stars of the Order of Prince Yaroslav The Wise are worn before the stars of the Order For Merit and the Order For Bravery, awards of the President of Ukraine, as well as awards of other nations and those of the former USSR.
30. The badge of the Order of Prince Yaroslav The Wise, 4th Class is worn before the Order For Merit, the Order of Bohdan Khmelnytsky, and the Order For Bravery, awards of the President of Ukraine, as well as awards of other nations and those of the former USSR.
31. The badge of the Order of Prince Yaroslav The Wise, 5th Class is worn after the Order of Bohdan Khmelnytsky, 2nd Class, award of the President of Ukraine, but before the Order For Merit, 2nd and 3rd Class, the Order of Bohdan Khmelnytsky, 3rd Class, and the Order For Bravery, 2nd and 3rd Class, awards of the President of Ukraine, as well as awards of other nations and those of the former USSR.
32. The miniature badge of the Order of Prince Yaroslav The Wise is worn instead of the badge of the Order and the star of the Order upon the left breast in the above sequence.
V. Providing Duplicates of Insignia of the Order of Prince Yaroslav The Wise
33. As a rule, duplicates are not provided in the event of loss (damage) of insignia of the Order of Prince Yaroslav The Wise. They may be provided as an exception, if the holder was unable to prevent the loss (damage) of the insignia and the Order documents.
34. Duplicates of the badge of the Order, the stars of the Order, the miniature badge of the Order of Prince Yaroslav The Wise, and the award certificate are provided by the Commission for National Awards of Ukraine under the President of Ukraine at its own discretion at the expense of the holder or free of charge.
VI. Storage of Insignia of the Order of Prince Yaroslav The Wise
35. Insignia of the Order of Prince Yaroslav The Wise are stored in the Order storeroom of the Administration of the President of Ukraine.
36. Insignia of the Order of Prince Yaroslav The Wise can be handed over to museums of Ukraine and other countries for temporary exhibition.
The procedure of handing them over, commitments of the parties, the term of exhibiting the insignia of the Order and other conditions are determined by a specific agreement.
37. In the event of granting the Order of Prince Yaroslav The Wise posthumously, insignia of the respective class of the Order are handed over to the family of the recipient.
38. Heirs to the holder may hand over the insignia after his/her death to the Commission for National Awards of Ukraine under the President of Ukraine for constant storage without right of return.
