DECREE BY THE PRESIDENT OF UKRAINE

On the Institution of the Medal For Irreproachable Services, Award of the President ofUkraine

Taking into consideration numerous applications of the Ministry ofDefence of Ukraine, the Ministry of Home Affairs of Ukraine, the National Border GuardsCommittee of Ukraine, the Security Service of Ukraine, the National Guard of Ukraine,Headquarters of the Civil Defence of Ukraine and in accordance with Item 25, Article 106of the Constitution of Ukraine

be it further enacted that:

1. The Medal For Irreproachable Services, award of the President of Ukraine (hereafter the Medal For Irreproachable Services), is instituted in the 1st, 2nd, and 3rd Classes.

2. The Medal For Irreproachable Services is awarded to officers, warrant officers of the Armed Forces of Ukraine, officers and enlisted men of the Ministry of Home Affairs, the Security Service of Ukraine, the National Guard of Ukraine, the Border Guards of Ukraine, the Civil Defence of Ukraine for their distinguished achievements in combat and professional training, who set an example of loyalty to their oath and fulfilling their military (service) duty, command their subordinates in a successful way, being exemplary in fulfilling other military duties.

3. The Statute and the description of the Medal For Irreproachable Services are approved.

4. The Cabinet of Ministers of Ukraine is to provide financial and logistical support for the manufacture of the Medal For Irreproachable Services and award certificates.

STATUT

of the Medal For Irreproachable Services, Award of the President of Ukraine

1. The Medal For Irreproachable Services, award of the President of Ukraine (hereafter the Medal For Irreproachable Services), has been instituted for officers, warrant officers of the Armed Forces of Ukraine, officers and enlisted men of the Ministry of Home Affairs, the Security Service of Ukraine, the National Guard of Ukraine, the Border Guards of Ukraine, the Civil Defence of Ukraine for their distinguished achievements in combat and professional training, who set an example of loyalty to their oath and fulfilling their military (service) duty, command their subordinates in a successful way, being exemplary in fulfilling other military duties.

2. The Medal For Irreproachable Services is instituted in three classes:
Medal For Irreproachable Services, 1st Class; Medal For Irreproachable Services, 2nd Class;
Medal For Irreproachable Services, 3rd Class. The 1st Class is the highest.

3. The Medal For Irreproachable Services is granted to servicemen, provided their service has been irreproachable, they have been promoted on time and have distinguished achievements in combat and professional training, and fulfilling service duties:
1st Class — for 20 years of service and more;
2nd Class —for 15 years of service and more;
3rd Class — for 10 years of service and more.

4. The Medal For Irreproachable Services is granted by the Decree of the President of Ukraine.

5 .Recommendations for granting the Medal For Irreproachable Services to servicemen are submitted by the Ministry of Defence of Ukraine, the Ministry of Home Affairs of Ukraine, the Ministry For Extraordinary Situations and Protection of the Population from the Aftermath of Chornobyl Catastrophe, Headquarters of the National Guard of Ukraine, the Border Guards of Ukraine, leadership of the Security Service of Ukraine, the Department of the Governmental Security of Ukraine, when the defined length of service has been completed.

6. The same class of the Medal For Irreproachable Services may not be granted for the second time.

7. The Medal For Irreproachable Services is conferred sequentially from a lower class to higher.

8. The Medal For Irreproachable Services is awarded by the President of Ukraine, or the President can entrust respective Ministers, Heads of other executive bodies, commander of respective military formation or unit, the Flead of the Commission for National Awards under the President of Ukraine with its award.

9. The recipient of the Medal For Irreproachable Services receives the medal and the award certificate.

10. A holder of the Medal For Irreproachable Services can be deprived of the decoration by the President of Ukraine if the holder is condemned for a serious crime, after the recommendation of the court and in the manner envisaged by the law.

11. The Medal For Irreproachable Services is worn upon the left breast after other awards of the President of Ukraine.

12. The Medal For Irreproachable Services and its certificate remain in the family of the holder as a memory after his death.
