DECREE BY THE PRESIDENT OF UKRAINE

On The Institution of the Award of the President Of Ukraine, The Hero of Ukraine

In order to reward citizens of Ukraine for their personal heroism andgreat labour achievements and in accordance with Item 25, Article 106 of the Constitutionof Ukraine

be it further enacted that:

1. The Hero of Ukraine, award of the President of Ukraine (hereafter The Hero of Ukraine Award), is instituted for awarding citizens of Ukraine for their personal heroism and great labour achievements.

2. The Hero of Ukraine Award comprises the Order of the Gold Star and the Order of the Nation.

3. The Statute of The Hero of Ukraine Award and descriptions of the Order of the Gold Star and the Order of the Nation are approved.

4. The Cabinet of Ministers of Ukraine:
Is to envisage privileges in pay, social security, and health care to the holders of The Hero of Ukraine Award;
Is to provide financial and logistical support for the manufacture of the Order of the Gold Star, the Order of the Nation, and their award certificates.

STATUT

Of the Award of the President of Ukraine,The Hero of Ukraine

I. General Provisions

1. The Hero of Ukraine, award of the President of Ukraine (hereafter The Hero of Ukraine Award), has been instituted for awarding citizens of Ukraine for their personal heroism and great labour achievements.

2. The Hero of Ukraine Award is granted by the Decree of the President of Ukraine.

3. The recipient of The Hero of Ukraine Award is granted the Order of the Gold Star for his/her heroism, or the Order of the Nation for his/her great labour achievements.

4. The holder of the Order of the Gold Star is eligible for the Order of the Nation in the event of his/her great labour achievements; and the holder of the Order of the Nation is eligible for the Order of the Gold Star in the event of his/her heroic deed.

5. The same Order may not be conferred for the second time.

6. The Hero of Ukraine Award can be granted posthumously.

7. No one is entitled to deprive the holder of The Hero of Ukraine Award of his/her decoration.

II. Procedure of Recommendation for Granting

8. The Hero of Ukraine Award Recommendations for granting The Hero of Ukraine Award are submitted to the President of Ukraine by the Speaker of the Verkhovna Rada of Ukraine, the Prime Minister of Ukraine, Attorney General of Ukraine, Chairman of the Constitutional Court of Ukraine, Chairman of the Supreme Court of Ukraine, Ministers, and Heads of other central executive bodies, the government of the Autonomous Republic of the Crimea, regional administrations, Kyiv and Sevastopol city administrations.

9. Recommendations for granting The Hero of Ukraine Award to officers, non-commissioned officers, and enlisted men of the Armed Forces of Ukraine, the Ministry of Home Affairs, the Security Service of Ukraine, the National Guard of Ukraine, the Border Guards Committee of Ukraine, units and special formations of the Civil Defence of Ukraine are made by the Ministry of Defence of Ukraine, the Ministry of Home Affairs of Ukraine, the Security Service of Ukraine, the National Guard of Ukraine, the National Border Guards Committee of Ukraine, the Ministry of Extraordinary Situations and Protection of the Population from Aftermath of the Chernobyl Catastrophe.

10. The Hero of Ukraine Award is granted in accordance with the resolution of the Commission for National Awards of Ukraine under President of Ukraine submitted to the President of Ukraine.
The resolution to confer The Hero of Ukraine Awards is taken by the vote of 2/3 of commissioners by secret ballot.

11. A standard recipient's form is enclosed with the recommendation, where concrete services of the person should be mentioned being the basis for the recommendation to confer The Hero of Ukraine Awards.

III. Procedure for Awarding The Hero of Ukraine Awards.

12. As a rule, The Hero of Ukraine Awards is awarded by the President of Ukraine.

13. The President of Ukraine can entrust the Speaker of the Verkhovna Rada of Ukraine, the Prime Minister of Ukraine, Attorney General of Ukraine, the Chairman of the Constitutional Court of Ukraine, the Chairman of the Supreme Court of Ukraine with awarding The Hero of Ukraine Awards. 14The recipient of The Hero of Ukraine Awards receives the order, the miniature badge of the order, and the award certificate.

IV. Ways of Wearing The Hero of Ukraine Award

15. An Order of The Hero of Ukraine Award is worn upon the right breast.
The Order of The Hero of Ukraine Award are worn above other awards of the President of Ukraine if the recipient has any of them.

16. If the person is a holder of the Order of the Gold Star and the Order of the Nation, both of them are worn.

17. The miniature badge of the Order or the uniform ribbon are worn instead of the badge of the Order above miniature badges and uniform ribbons of other awards of the President of Ukraine.

V. Providing Duplicates of The Hero of Ukraine Award and the Award Certificate

18. Duplicates are not provided in the event of loss (damage) of the Order of The Hero of Ukraine Award.
The Commissions for National Awards of Ukraine under the President of Ukraine can provide the holder with a copy of the order made of a non-precious metal.

19. Duplicates of the miniature badge of the order or the award certificate may be provided in the event of their loss (damage).

VI. Storage of The Hero of Ukraine Award

20. Orders of The Hero of Ukraine Award, miniature badges of the orders, and award certificates are stored in the Department of National Awards of the Administration of the President of Ukraine.

21. The Order, the miniature badge of the Order, and the award certificate remain in the family of the late holder of The Hero of Ukraine Award as a memory after her/his death.

22. In the event of granting The Hero of Ukraine Award posthumously, the Order, the miniature badge of the Order, and the award certificate are handed over to the family of the recipient.

23. Heirs to the holder of The Hero of Ukraine Award may hand over the Order, the miniature badge of the Order, and the award certificate after his/her death to the Commission for National Awards of Ukraine under the President of Ukraine for constant storage without right for return.

24. Copies of the Orders of The Hero of Ukraine Award can be handed over to museums of Ukraine and other countries for temporary exhibition.
The procedure of handing them over, commitments of the parties, the term of exhibiting copies of the Orders and other conditions are determined by a specific agrement.
